IEBC Chair Isaack Hassan May Be Jailed Or Fined – Court Contempt


Isaack Hassan, the chairman of Independent Electoral Boundary Commission (IEBC) risks to be locked behind bars or slapped with a fine for failing to appear before the National Assembly’s Public Accounts Committee (PAC).

Hassan has pending questions to answer before PAC. It is reported that the electoral body flouted the tender process during the purchase of the Biometric Voter Registration kits used in 2013 elections. The price hit KSh 6.2 billion instead of KSh 4 billion as reflected by 2013/2014 financial statement issued by the auditor- general.

Speaking on Tuesday, August 25, 2015 in parliament, Nicholas Gumbo, the chairman of PAC revealed that Hassan and Lilian Mahiri, the Vice Chair of IEBC have failed to appear before the court for three consecutive meetings.

He said that PAC would file contempt of court order for the two IEBC bosses and they risk to pay hefty fines or be jailed.

“The IEBC Chair keeps telling us that he is out of the country when we summon him. But we believe that he is just giving excuses. We hold the opinion that he may be having something to hide,” Gumbo is quoted by the Standard.

Gumbo added: “We don’t know what he is scared of. That is what is really increasing our curiosity and determination to know what is going on. We are not happy that he appears not to be taking this committee seriously.”
