Muturi bans MPs travel until bills date extended


National Assembly Speaker Justin Muturi yesterday banned MPs from travelling abroad until Parliament manages to extend the deadline for constitutional bills.

This was after it emerged the National Assembly could not raise the required two-thirds majority, forcing the motion to be pushed to next week.

If the extension motion is not passed, the President will be forced to dissolve Parliament as prescribed by the constitution.

"It is obvious the bills earmarked for passage by August 27 cannot be enacted since Parliament has barely seven calendar days left. In this regard, I wish to urge members to take their time to apprise
themselves with the provisions of Article 261 of the Constitution," Muturi said.


The Speaker said the leadership of the House has proposed the issue be discussed at a Kamukunji next Tuesday ahead of the long recess on August 28.

The house leadership, led by majority leader Aden Duale and deputy minority leader Jakoyo Midiwo, could not get all their members to attend yesterday for the vote.

Midiwo said they met yesterday and agreed that to get consensus on the matter, they needed to get all "controversial agenda" from the order paper.

One of the issues dropped was a report on the crisis on the sugar sector that has created heated debate between Jubilee and Cord.

Duale said the report will be tabled next week once the House has managed to get the extension for the constitutional bills.
